  • AXION ENERGY ARGENTINA S.A. (Former ESSO), Buenos Aires, 2014-2016.

    Director Retail, Legal Affairs. Responsibilities of the position included Commercial Network contract planning and negotiation, legal affairs, regulations, compliance, concessions, and litigation. As a member of the management staff, he has a significant role in key strategic initiatives.


  • PAN AMERICAN ENERGY LLC, (Bridas, Pritish Petroleum) 2006-2009.

    Vice President and General Counsel. Responsibilities of this position included: legal affairs, regulations, compliance, government relations, concessions, sales and procurement contracts (oil, gas and derivatives), litigation (both at local and international courts, including ICC and ICSID). As a member of the management staff, he also played a decisive role in key strategic initiatives.


  • CTI MÓVIL - CTI COMPAÑÍA DE TELÉFONOS DEL INTERIOR S.A., (a VERIZON affiliate), Buenos Aires, Argentina. 1995-2003.

    Director of Regulatory Issues and External Affairs, 1999-2003. 1999-2003. Responsibilities of the position included: to support all business areas in legal and regulatory compliance, as well as to take advantage of opportunities from regulatory and industry developments; to represent the company before National and Provincial Governments (Executive Branch and Legislative bodies) to ensure that its interests and concerns were taken into consideration; to develop and execute an effective action plan to offset the effect of currency devaluation; to coordinate the implementation of specific regulatory and industry related projects, such as calling party pays, interconnection based on long run incremental costs, and fraud and leakage minimization; take the lead in revising and improving calling party pays, interconnection and roaming contracts to increase revenues and margins; and define strategies, actions and tools to defend the corporation interests in administrative and judiciary procedures.

    Director of Strategic Planning, 1997-1999. Responsible for business planning, new initiatives, licensing, PCS auctions, interconnection, tariffs, roaming and antitrust related issues.

    Between 1996 and 2003, we was also in the position of Chief Legal Officer, in charge of hiring, managing and supervising outside counsel.

  • NATIONAL COMMUNICATIONS COMMISSION OF ARGENTINA (CNC), Regulations Manager, 1993-1994. Promoted and coordinated a large number of rule making processes such as broadcasting frequencies control, interconnection rules, competitive safeguards, competition in wireless services, PCS regulations, ISDN services, and wireline telephony tariff rebalancing.

  • SECRETARIAT OF COMMUNICATIONS OF ARGENTINA, 1991-1994. Adviser to the Secretary of Communications in Regulatory and International Affairs. Plenipotentiary Delegate to the Plenipotentiary Conference of the International Telecommunications Union (ITU) in Geneva (1992) and Kioto (1994). He also participated in numerous negotiations of Mercosur and WTO.

  • WORLD BANK - UNITED NATIONS DEVELOPMENT PROGRAM (UNDP), 1992. CConsultant, legal, regulatory affairs and competition in the telecomm industry.
